What was the Dominion coming to, when food vendors were more willing to fund the city guard than the Houses? Some two decades on—give or take a year or three, depending on who you asked—since the Houses had last clashed over matters of succession and Exaltation, and the city guard was yet to recover.
And whose fault is that? It was, quite frankly, a miracle the city guard had survived at all.
